Tokyo is very different from the bustling metropolis we know today. Instead, it is an armed city of fences and laws. Armed militias stage rallies and start riots in a constant struggle against the government's martial law. The largest, called the Sect, unleashes bombs upon the police as the army looks on, unable to do anything because of laws. It was Constable Fuse's first night on the job. A soldier of the Capital Police's Special Unit, he is sent to stop and destroy the underground passages used by the Sect. But he stumbles upon a girl, and fails to shoot even as she pulls the detonator on the bomb she carries. Fuse is put on trial and questioned, and eventually sent back to basic training. But the girl still haunts him, and as he befriends her sister, Fuse sets himself up as a target for the most powerful men in Japan. They fear his kind the most.
